Sort top themes panel by number of votes after number of ideas

Currently, the panel showing idea themes in the ideas overview sorts by idea count but it doesn't sort by idea votes after that, meaning you have situations where themes appear higher than others even when they have the same idea count but a lower vote count. The themes should be sorted secondarily by idea votes.
