Has child records filter for initiatives

There's no way to filter for parent initiatives that don't have child initiatives rolled up to them. We can find "orphaned" children (using "Roll up to initiative is blank"), but not the inverse - parents without children.

For example if an organization requires product line initiatives to have child initiatives before progressing through workflows. Without this filter, teams must manually audit reports to enforce rollup governance, which doesn't scale.
