Inclusion of snippet headings in content tables

Main headings that are part of snippets used within larger documents do not appear as headings in the auto-generated table of contents at the start of a document

Incomplete table of contents means users cannot navigate easily to parts of the document, and may not even be aware they exist unless they scroll through the entire document. There is risk of missing important product or service information.
