Ideas in Workspace Lines Merged

We want the ability to capture ideas in a workspace line, so we can then decide if it's a line initiative, or which workspace it should go into.

We can't use ideas to capture broader concepts and things we may want to do, but don't know how big or complex it'll be yet.

I'd like to put an idea at the workspace line level, then either promote it into an initiative in the line, or promote it to another type in a child workspace.
