Activities should be possible to be linked to multiple plan phases

An activity could be part of a number of plan phases, shared between them. Right now one activity could be only linked to one phase.

If an activity is part of a PoC and also of a release cant be easily now visualized.

Activity should be able to be assigned to multiple plan phases and able to be shared.
