Date filter for before/after to consider time zone.

What is the challenge?

When I create a report filtered for after/before a particular day, I notice that some of the records are still being shown, when they should be filtered out. I believe this is because the report is showing based on my time zone settings and the history record is being compared at a different time zone (UTC?). If I change the filter below to April 24, then the April 22 records are filtered out appropriately.
