Make it easier to manage themes at the line level

What is the challenge?

It is technically possible to create themes at a workspace line level, either via moving a workspace-level theme to a line or navigating to the line while in the Theme details view and creating one there.

What is the impact?

These pathways to create a line-level theme are not fully intuitive, and themes at higher levels do not show when a workspace itself is selected on the Ideas Overview page, even when ideas in that workspace have that theme tagged.

Describe your idea

• Make it possible to create themes directly at the line level - possibly via a nav item, workspace line settings, or a level picker when creating a new theme.

• Display line-level themes when viewing the Ideas Overview for individual workspace(s) that have ideas with that theme selected.
