Allow for customization admin permissions to be granted per record type/layout

What is the challenge?

• Members of the product teams need to manage ideas layouts, custom fields and scorecards for their products. However, granting them the customization admin allows them to add/edit all custom layouts, fields and scorecards.

What is the impact?

• This results in either needing to restrict admin access further, slowing down product specific changes, or granting too much access to edit configuration that should not be modified.
