Option to remove portal highlights from weekly summary email

Add an advanced configuration option for Ideas Portal weekly summary emails to allow administrators to remove or hide the Portal highlights section. This is needed for central portals that serve numerous products, where portal highlights may not be relevant to all users’ interests.
