Add Data Boundaries section to the Horizontal Axis for Charts

What is the challenge?	The vertical axis has a Data Boundaries section which can be used to stop the chart from cutting off values. However, the horizontal axis does not have this option.
What is the impact?	Horizontal value labels are cut-off, because we don't have the ability to manage those, impacting chart readability
