Prioritization Board for Releases

Our organization regularly conducts prioritization exercises for the projects (releases) we have in the development pipeline, which provides guidance to our R&D team for planning future work. There is no prioritization board for releases like there is for Features and Epics.

We end up needing to manually indicate release priorities, and can't easily move releases up or down the priority list.

Create a prioritization view for releases like the ones for epics and features, including a rank field that gets updated when releases are re-ordered.
