Add option to reorder records on Capacity report

When distributing work for a team or individual, the Capacity report takes into account the priority rank of the records. For example, for features, this is their order on the board. Changing record order is one of the options for resolving capacity conflicts, but it is not possible to do this easily from the report.

This makes it difficult to compare certain pathways or rework record priority in the context of resource allocation or capacity planning.

All other inputs, such as duration, assignee, and estimates, can be edited or at least accessed quickly via the report. It would be great to have a drag and drop option to reorder records if possible, at least to compare how the capacity would unfold with a different order. Since the release order is a factor in this too, at least being able to do this with records within the same release would be great.
