Provide Custom 'Users Field' Type as Single Select Merged

What is the challenge?

Current custom 'users field' allows multiple users to be selected

What is the impact?

Certain situations for a custom field, we only want one user to be able to be selected for a given work item.

Ability to limit 'Users field' to only a single select, vs always allowing multiple users to be selected
