Allow Ideas tab to display when on a Line rather than a workspace.

What is the challenge?

At the Line level, even though the Ideas tab is enabled in navigation settings, the tab does not appear. Other tabs that do not contain data at the Line level, such as Features, still show up in the navigation, and the UI helpfully explains that you must select a workspace to view features, with a dropdown to do so. If you manually type out the URL for the "ideas_overview" at the Line level, you get a slightly different page display inviting the user to "Choose a workspace to see it's ideas" with a hyperlinked list of all the child workspaces under the Line.

What is the impact?

Confusing to users, and a longer series of clicks to get to Ideas.

Describe your idea

At minimum, make the ideas tab behave the same as other tabs. Or, even better, since you can filter by workspace within the ideas overview page, just open the ideas overview page and let me choose which workspace(s) to include in the Overview (without actually forcing me to select / change to a workspace in the hierarchy dropdown.)
