Option to apply changes to workflows automatically when changing workspace templates for a workspace

The current behaviour is for a workspace template change not to apply to workflows because of the risks of changing many status mappings. For our use case of workspace templates, we would prefer that all workflow changes are automatically applied because we will only change the template when we're confident about the mappings. So we'd like the admin option to have workspace templates apply automatically to workflows too.
