Allow Discovery standalone users with Owner permissions to manage Tag values

What is the challenge?

Discovery users can now create tags in interview, but they currently cannot manage them. That still requires a Roadmaps user with Customization admin permissions

What is the impact?

While Discovery users can add new values to the list of Tags, they cannot maintain and manage the full list of values
