Remove users from workflow board if option to remove from sprint capacity is selected

Many Develop teams have users who need access to be able to view and assign records but they are not being assigned records themselves. For this reason they are selected to not be included in the sprint capacity. However, they still show up by default in the workflow board when they should not because they are not being assigned records. For now the workaround is to use the Assigned to filter to filter them out but that means the filter needs to be edited if new team members are added, rather than the workflow board showing the intended users by default.
