Tag Creation + Management in Discovery is confusing

Workspace owners are presented with an option to create tags in a Discovery interview even if they do not have sufficient permissions to create and manage tags, which requires customization administrator permissions. The users are given the option and then shown a permissions error message. Instead, they should not be given the option or have it disabled with an appropriate message to clarify the permissions needed. This behavior is confusing as these same users are able to add new record tags within Roadmaps.

    Creation of tags no longer requires customization admin rights. A bug fix for this was shipped today.
