Add "Custom Tabs" on Proxy Vote Custom Layout

What is the challenge?

We would like to separate attributes on the Proxy Vote layout by user type using tabs. Some are for Customer Success Managers, some are for Customer Success Architects and some are for Product Managers.

Add the ability to add a custom tab to the Proxy Vote layout, which exists on most of the other custom layouts like Epics and Ideas.
