Dashboard - Text Panel Formatting

What is the challenge?

If a large text panel is created and the text toward the bottom of the panel needs formatting, the text editor is not viewable and available to use.

What is the impact?

Makes it difficult or impossible to format the text that sits at the bottom of the panel

Describe your idea

Allow the text editor to float down with scrolling so that it is available for use no matter the length of the content.
