Provide custom navigation options for Teamwork/Develop teams

Teams using Develop and Teamwork have different needs and need to customize the navigation to suit their needs. For example, Teamwork teams likely do not want to see the TestRail integration under the Work dropdown as it's not relevant to them at all.
