Allow the default Idea comment type to be selected Merged

What is the challenge?

Users of the portal accidentally use public/portal comments when leaving information about their customer and the idea and leak sensitive information.

What is the impact?

Information is exposed that shouldn't be by users of the Aha! platform.

Right now the default comment type is set to "Portal" or public, as per https://big.ideas.aha.io/ideas/A-I-9773 however serveral folks including myself have commented that for our usecase having private be the default makes more sense. https://big.ideas.aha.io/ideas/APP-I-1112 therefore given that there are seemingly two very different audiences here, would it not make sense to allow this to be configurable as to whether the default idea comment is public/portal or private?
