Ability to Send Work Requests to Product Lines Merged

What is the challenge?

Currently, you can only assign work requests to the workspace level, which creates more steps when trying to create an initiative from the work request that will impact multiple products under the Product Line.

What is the impact?

Today, I have to assign a work request to one of the workspaces under the Product Line, then that work request has to be accepted as an initiative at the workspace level, then my new initiative has to be moved to the Product Line level. More steps = more chances of mistakes.

Describe your idea

Simply allow a work request to be assigned to a Product Line, and when accepting the work request, allow the user to either accept as an initiative at the Product Line, Accept as an artifact at one of the sub workspaces, or reject with a comment.
